Dear Celina Creeks of Legacy Homeowners(s),

It has been a very busy 4 months! As your newly elected board members, we have been working diligently on multiple projects. We began by getting the history of what has been going on in our community, what needs attention, and what the status was on certain projects and negotiations. We’ve been reviewing reserve studies, financials, and budgets in order to take care of our community properly and efficiently.Please see the following bullet points.   • Erosion: We are in receipt of the quote to address some erosion issues provided by Kimzey Construction and are working to set priorities regarding maintenance issues within the community.
  • Irrigation Issues: We are looking into a longer-term temporary fix along with beginning initial investigation into a resolution to a permanent fix to irrigation issues we have been dealing with for some time. The temporary fix will not begin until September to allow for continued irrigation through the summer months. We are currently waiting on proposals.
  • Calyx Connection: After speaking with all parties involved, it has been communicated that this connection, as proposed by the city, was not necessary to fulfill the entry requirements of the new PISD school. As such, the city has confirmed in writing that there is no threat of eminent domain, and the board has subsequently communicated to all parties that we will not move forward with the entrance.
  • Platte River Repairs: The board is currently soliciting bids for irrigation and landscaping, and secured funding to help subsidize these costs. Centurion will be completing the fine grade of the green space to address the flooding issues and we will then begin irrigation and landscaping repairs.
  • Waterline Easement (North of the west side pool): An agreement has been made and executed with Tellus Group to provide Creeks of Legacy $27,915 for a dedicated waterline easement and temporary maintenance easement on Lot 9x. This funding, along with additional funding provided by Tellus Group, will be used towards the Platte River landscape project.
  • Frontier R.O.W. to Mosiac Community: As a significant portion of this property has already been dedicated to the city, the delta of this property will be transferred to Tellus Group and Tellus/Mosiac HOA will assume all continuing maintenance responsibilities. Tellus will be installing bollards to block the end of Keechi Creek Drive and prohibit vehicular travel. They will also be tying the existing sidewalks from the stub out into the planned Mosaic trail system.
  • Coserv Utility Easement: We are currently working with Republic Property Group on a utility easement to bring power from Frontier Parkway for the extension of Pinto Creek Drive to Dallas Parkway. This a small easement used to run power for streetlights on the newly built road.
  • Frontier Retail Center: An easement request has been made to place a water fountain in the far east pond. This is currently on hold until the fall to allow the builder to confirm the final exhibits of the contract.
  • Essex termination: Currently pending an agreement of the termination date of Essex contract. Will begin transitioning with Goodwin & Company and fully be transitioned by September 1st.
  • Back to School Summer Pool Party: Save the Date has been sent out. More details to come soon.
  • Community Rental Cap: We will be holding a meeting to secure votes on a rental cap for Creeks of Legacy, TBD. Details of the rental cap will be coming soon.
  • Amenity Center Reservations: Pending installation of a new camera and access control system, once completed, we will update the community with the rules, hours and costs to reserve
  • Upgraded Control Access/Camera Systems: We have solicited multiple quotes to replace the existing security cameras and access control system. A significant number of site visits and quotes have been completed already. We are looking into a mobile app (no more key cards) in order to gain access for all pool gates and the amenity center. Specific details to follow once completed.
  • Securing Sport Courts: We have had a few ideas, but the most cost-effective strategy is to close the entrance to the basketball court and start utilizing the keypad on the tennis court doors. Additionally, we will be adding a trash can to the area to help with cleanliness and display signs (no trespassing, area is under surveillance, residents only, court rules, etc).
  • Basketball/Tennis Courts: Currently, all cracks and issues are documented. Due to the management company transition, we will be making this a top priority once this transition is complete. We will notify the community of potential options to choose from.
  • Pool Safety: Currently looking into getting security guards for peak times/days only. Our current assessment is that this will be more cost effective than pool monitors. The purpose of security guards will be to enforce mobile app verification, to confirm only homeowners or approved guests have access to the pools and amenity center. Additionally, we will display (no trespassing, area is under surveillance, residents only, pool rules, etc).
  • Communication: The board will no longer communicate HOA information over any social media platform. If you need assistance, please send an email to boardofdirectors@creeksoflegacyhoa.com. Once we fully transition to the new HOA management group, communication will be through the new HOA management platforms.
